automation works great if macros enabled, but otherwise...

I have created a workbook, and created a workbook open macro that verifies the current user against a list, if they aren't on the list the workbook is automatically closed (not authorized).   Problem being it works great if macros are enable, but otherwise
the user can do anything they want which kinda defeats the entire purpose!
How can I control useage of the workbook in a definitive manner, without requiring IT to be involved (folder/file permissions are not an option)?

There's nothing you can do that's robust and in particular you can't force macros to be enabled, it's up to the user.
 
What you can do is make the workbook unusable if the user doesn't enable macros and one method is described here.
