The Create Shortcut option doesn’t give the option to change the file name before you save it.
You can go to the file that has been saved and rename it of course, but there isn’t a way to tie these two steps together.
 
As a second option, you could use the Page > Save As… option to keep copies of websites on your computer and you can name them before they are saved.
If you choose the
Webpage, complete option you can view most pages completely without being connected to the internet.
These will take up more space on your computer as it is actually storing the information on your computer instead of just the address to get
the information, but the good thing is you always have access to that information without need for the site to remain online.

1. Back-up the Registry of your operating system.
2. Find the Registry Key: [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\OSUpgrade]
3. Note: this Registry Key should already exist, if it does not exist, create it.
4. Create a brand new DWORD Value that is named AllowOsUpdate
5. Set the Value to 0x00000001.
6. Close and reopen your Control Panel.
7. Restart the Microsoft Windows.
