My apologies if I have not followed protocol, but didn't know what to do if I had additional questions to the solutions provided below.  My questions can be seen at the end of this
message.  Thanks in  advance.
Upon boot up to Windows 7, I receive an error that states one of my discs  needs to be checked for consistency - NTFS - volume recovery.  I have allowed the system to check the disc and it runs with no errors, however it
stops at Journal check complete and stops.  I have hit enter, pressed buttons and buttons.  Finally, I turn it off and restart and the error pops up again.  Any solutions or suggestions would be greatly appreciated.  Thank you in advance, Leslie

 Sometimes it happens that disk check always starts to check the file system on one or more drives for consistency.
If any key is pressed, the disk checking is aborted.
Actually this is because some data structure of the
drive or some file is corrupted which cannot be recovered and check disk is always run at Windows startup.
 Run check disk from command prompt
I would suggest you to insert an installation disc into the DVD drive and restart the computer.
a.
Boot from the DVD into the System Recovery Options screen.
b.
Select Command prompt.
c.
In the command prompt, type chkdsk/r and press Enter.
d.
Answer Y when chkdsk asks you if you want to check the drive next time computer boots (restarts).
 Note: /r = The /r switch tells chkdsk to attempt to recover any bad sectors of the hard drive if any are found.
A bad sector is a spot on the hard drive that cannot hold saved data anymore.
If you’ve any data
on that sector, you’ll lose that.

Thank you so much for this information.  I truly appreciate your assistance.  I have been unable to perform this task due to some questions that I have.
I apologize up front as I am a novice with computers.
 1.
When I boot from the DVD, do I press F12 and go to boot options to select CD/DVD/, etc.?
 
2.
I am not sure if I have the correct installation disc and need a description so that I can try and locate or if you have suggestions on how I can order.  My Dell Inspirion Duo has an external optical drive.  With that
said, the only two disc that I believe came with my system are entitled, "Roxio Creator Suite 10.3.1 for external optical drive.  This one is labeled, Installation disc.  The second one is also from Roxio and has the same title, but reads DE 10,2.
This one
is labeled PROGRAM.
 I am going to take a wild guess and say that these are to install and program the external hard drive?

You will have to set the booting device as CD/DVD drive.
To set that boot priority, refer to the computer manufacturer.
The BIOS settings differs according to the computer manufacturer and specifications.

Manually editing the Windows registry to remove invalid MACHINE_CHECK_EXCEPTION keys is not recommended unless you are PC service professional. To manually repair your Windows registry, first you need to create a backup by exporting a portion of the registry related to MACHINE_CHECK_EXCEPTION (eg. Windows Operating System):

• Click the Start button.
• Type "command" in the search box... DO NOT hit ENTER yet!
• While holding CTRL-Shift on your keyboard, hit ENTER.
• You will be prompted with a permission dialog box.
• Click Yes.
• A black box will open with a blinking cursor.
• Type "regedit" and hit ENTER.
• In the Registry Editor, select the Error 0x9C-related key (eg. Windows Operating System) you want to back up.
• From the File menu, choose Export.
• In the Save In list, select the folder where you want to save the Windows Operating System backup key.
• In the File Name box, type a name for your backup file, such as "Windows Operating System Backup".
• In the Export Range box, be sure that "Selected branch" is selected.
• Click Save.
• The file is then saved with a .reg file extension.
• You now have a backup of your MACHINE_CHECK_EXCEPTION-related registry entry.
