After installing Windows 8.1 Update (KB2919355), the PC freezes for about 30 seconds when doing any of the following:
Use the Windows key to navigate to the Start screenOpen Windows Explorer (aka, File Explorer) Click on a desktop icon
This doesn’t happen when signed into a Microsoft account – but it does re-occur whenever signing into a local account.

Hi,
This issue can occur with Windows 8.1 Update installed if your OneDrive folder has been created for your user profile (typically at C:\Users\\OneDrive), and you are not signed into your Microsoft account. 
In this scenario, the system is attempting to link the OneDrive service to your Microsoft account, but when it is unable to, the system hangs until the attempt times out after 30 seconds.
 
If you have Microsoft Office 2013 Home and Business or Personal edition installed, the OneDrive folder might be created without setting up a Microsoft account. 
This can also occur if you create and then disconnect your Microsoft account.
 
Microsoft is actively investigating the issue, and we sincerely apologize for any inconvenience. 
For now, you can work around the issue by signing into a Microsoft account.
If you prefer not, or cannot, sign into a Microsoft account (for example, if your system administrator set a group policy that forbids signing into a Microsoft account), you can also resolve the issue by renaming the C:\Users\\OneDrive folder
within an elevated command prompt.  To do this:
 
1) Press the Windows key and the X key at the same time, and select
Command Prompt (Admin).
2) In the command prompt window, type the command below and press Enter:
 
REN C:\Users\\OneDrive FolderName
 
In the above command, replace with the name of your user account, and replace
FolderName with a name of your choosing.  If your system drive is not the C: drive, you will also need to substitute the appropriate drive letter.
Note that you must rename the folder from the command prompt -- it will not always work correctly if you rename the folder using Windows Explorer.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

  • Search "MSCONFIG" and Open.
  • Click on Boot Tab
  • Tick Safe Boot in Boot Option
  • Select Network.
  • Click Apply and OK.
  • Reboot your System.
