After login to Windows 7, CPU hits 100%, caused by DNSCache

As you can see, I know which process is causing the CPU to hit 100%.
This only started happening in the past day or two.
This is what I've discovered:

System Restore is on but there are no restore points.I've tried several Microsoft Fix-It solutions and they always fail at the signature verification (but doesn't seem to log the error).MSIExec works, is the current version, and the service is running.The System Error Log shows several timeouts for DNSCache.I've ran SFC /Scannow (no problems)I've ran several rootkit killers (RKill, TDSSKiller, RogueKiller, ComboFix).RKill does show:  system32\DRIVERS\pcmcia.sys [Incorrect ImagePath] (but haven't found any instructions how to fix)RogueKiller caught two NewDesktopStart entries.
(deleted)I've ran full scan with MalwareBytes and Super AntiSpyware.
(no problems)I've rebooted with all Startup programs off and all non-Microsoft services off.
(still get problem).I've ran ipconfig /flushdns (still get problem)Another issue (maybe not related?) is that my laptop battery indicator is now at 95% (plugged in, NOT charging).
The problem may have been happening for longer...
I just thought my router was connecting slowly.
However, the past day or two it takes about 5 minutes before I can do anything whereas previously I could at least do other things while waiting for WiFi.
This happens even when I wake up the laptop.

Method 1: Follow these steps and check if that helps.
a.
Click on ‘Start’ type ‘cmd’ in the start search box, and then press ENTER.
b.
At the ‘command prompt’, type the following command, and then press ENTER:
 ‘ipconfig /flushdns’ (there is a space between ipconfig and / )
 It will show the message successfully flushed the DNS resolver cache.
 c.
At the command prompt, type the following command, and then press ENTER:
 ‘ipconfig /registerdns’ (there is a space between ipconfig and / )
 d.
At the command prompt, type the following command, and then press ENTER:
 ‘ipconfig /all’ (there is a space between ipconfig and /)
 The ipconfig /all command displays Windows TCP/IP settings for all your network adapters.
 If your IP address for your Local Area Connection is either 0.0.0.0 or 169.x.x.x (where x is
  any number), then your computer is not getting an IP address from the router.
 If that is the case, try this:
 · ipconfig /release in the command prompt and press ENTER
 · ipconfig /renew in the command prompt and press ENTER
 
Method 2: Run the Windows Defender Offline and check if that helps.

Method 3: Create a Windows user account and check if this issue occurs with the new user account.

Boot in Safe Mode:

  • Open Run command as previously described
  • Type MSConfig
  • Click on Boot tab
  • Tick Safe boot in Boot option
  • Select Network
  • Click Apply and OK
  • Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
