Alt-Tab always shows two latest Word windows

Assume I have a Word File1 open.  I minimize it, then look at Firefox and a file manager window.  The alt-tab ranks is now 1-file manager, 2-Firefox, 3-File1.  From the file manager, I open Word File2.  The alt-tab rank should now be: 1-File2, 2-file manager,
3-Firefox, 4-File1. 

Instead, it's 1-File2, 2-File1, 3-file manager, 4-Firefox.  In other words, every time I open a new Word file, another Word file gets pushed up to rank 2.  This happens consistently.  But not *all* Word windows get promoted - just one.  I haven't bother to
figure out which one (most recent?).  But it's annoying.  You develop a memory for what the sequence should be, and this constantly throws it off.  I've only noticed it for Word.  Can't recall whether it happened for Windows XP, but I think so.
