Windows 7: Japanese program's characters not displayed properly

Windows 7 Professional (32 and 64 bit, on different machines).
Locale is set to Japanese and I can see and enter Japanese characters ok in other applications such as browsers and Office.
EXCEPT for when I install a piece of Japanese software (IBM's Homepage
Builder v14 trial) - then the menu items (File, Edit etc) come out in gibberish.
Any ideas please?

This program is not compatible with windows 7.
Uninstall the program and reinstall in Xp compatibility mode and check if you still face the same problem.

Follow these steps:
1.
Right-click on the installation file and select properties.
2.
Now click on the compatibility tab.
3.
Under compatibility mode, check “Run this program in compatibility mode for”.
4.
From the drop down menu, select Windows XP (service pack 2).
5.
Click Apply and then click OK.
