Issue copying files between hard disks

Hello,
I am experiencing issues copying files between hard drives on my computer.
I've been having this problem on Windows 7, and Windows Vista, but have never encountered it on XP.  It seems there are several similar threads, but I think I've noticed a few quirks
in my own experience...
I have several drives, between 500 GB ~ 1 TB.  Problems arise when I try to copy a folder with a large number of files (typically pictures, folders around 4GB in size).  Initially, the transfer rate would be at the HD's burst speed, somewhere between 90mb
to 150mb.  Speed would decrease to around 30mb, or even lower.  The transfer eventually becomes so slow that the operation would take hours to finish.  If I try to cancel, it would take minutes to do so.  The computer would perform sluggishly for a long period
afterward, with intermittent lag until I reboot the system.  This occurs regardless of the source and destination drives.
On certain Samsung drives, this problem actually lead to data corruption on both the source and destination drives, and i/o error messages.  Chkdsk will run at startup, attempt to fix the problem, but the data would be lost or the drive unreadable.  I've
since tossed the Samsung drives for WD, have not had i/o errors, but the file copying problem persists.  I've also disabled chkdsk at startup for all drives.
My hardware drivers and Bios are up to date.  Computer is free of viruses and malware.  I have no other troubles with Windows 7.  Curiously, if I compress my folders/files to a single RAR file, I do not have problems copying them (transfer rate stays steady
at 30~50MB).  This leads me to believe that this is not a hardware issue, but a problem with Explorer, and that it pertains specifically with the number of files being transferred rather than size.  (But unpacking those files also lead to poor performance
sometimes...)
Is this a known issue that will be fixed?  I really like Win7, but because I work with large number of files and numerous backups all the time, stability during file copying is a must.  I may have to revert to XP, or use another OS entirely...

I was getting transfer speeds of a maximum of 500 / 600 Kb/s between local hard disk and network storage disk.
I went through a number of *fixes* on the web without any success, however I disabled 'TCP AutoTuning' and 'RSS' rebooted and voila I now get transfer
speeds of 9 - 10 Mb/s to and from the network disk.
The fix
It should be noted that additionally to this I have updated to the latest updates, for Windows, and turned RDC off in Windows Options under Programs/Features.
How to Disable TCP AutoTuning and Receive Side Scaling
Open an elevated command prompt with administrator rights.
Type the following commands and press Enter (the second command on RSS is optional):
netsh interface tcp set global autotuninglevel=disabled
netsh interface tcp set global rss=disabled
Reboot computer.

Manually editing the Windows registry
