Cannot Access Computer Management or Device Manger

When I tried to open Device Manager or the Computer Management window, I received an error message: "MMC will not run with a version of Internet Explorer earlier than Internet Explorer 5.5"
I tried using a suggestion for a similar problem and typed in and entered the following commands:-
Regsvr32 Msxml.dll
Regsvr32 Msxml2.dll
Regsvr32 Msxml3.dll
The first two resulted in the following error: The module "Msxml.dll (and also Msxml2) failed to load.
Make sure the binaryis  stored at the specific path or debig it to check for problems with the binary or dependent .DLL files.
The specific module could
not be found.
The third command was successful. 
I exited and restarted the computer but still could not access Computer Management or Device Manager.
