copy and paste works intermittently

win7, sp1 32 bit.
current version of wordpad.
ms word 2002 (xp) yea, i know it's old, but it's what the customer has, so i have to deal with it.

scenario:
open notepad, type text, highlight text and copy to clip board.
close notepad, don't save.

open word, try to paste (ctrl-c or rt click paste).
nothing on clipboard to paste.

close word.

open notepad, type text, highlight text and copy to clip board.
minimize notepad.

open word, try to paste (ctrl-c or rt click paste).
paste works.
why?

i have also had this happen intermittently with wordpad using the followin scenario:
i copied some text from ie10 to the clipboard
left ie10 open
opened wordpad, tried to paste text - nothing on clipboard to paste.
leave wordpad open
switch back to ie10, copy text from ie10 to clipboard
switchback to wordpad i can then paste the clipboard contents.
