Does extra RAM actually decrease performance?

I had read in another thread where someone with performance issues was advised to reduce his RAM from four sticks to two sticks because Windows7 runs fine on 4 GB and the extra two sticks were putting unnecessary strain on the CPU's memory controller.
I
am currently using four 2 GB sticks of PC-6400 RAM at 800 MHz.
My WEI is 7.1 for both RAM and CPU, so I don't think I have a performance issue.
Is running four RAM modules putting unnecessary strain on my CPU's memory controller? Would reducing my memory to
4 GB (two sticks of 2GB) actually give me any kind of performance increase? Or would the reduced RAM decrease performance.
My logic says less RAM equals less performance.
Is two sticks being better than four sticks an 'Urban Legend'?

There have issues occasionally with a particular computer model or known BIOS defect where something like that might occur, but as a general rule, No.
