I have a Dell Inspiron 1545 laptop with Windows Vista Home Premium 32 Bit that cannot make it to the desktop.
After the Dell Inspirion loading screen with F2 Setup and F12 Boot Options, It loads auto-loads  up either:

I’m stuck on this screen and have no choice but to forcibly turn off the laptop.
