I would like to create a running talley for a budget (like accountant sheets), i.e., each column represents a budget category (such as: cable, insurance, utilities...). I'd like to add or subtract for each month, create a total for each column and then
a 'grand total' for the row (which would be the total 'bottom line' of the account. is this possible? thanks!!

It would be easier if we could see examples of how the data is all laid out: where the budgeted amount for each category is at, where the expenditures are entered and where you'd like to put the results.
But I will say that generally this is possible.
An easy example is the typical one for a checking account which might look something like this:
            A                    B                  C
1      Deposit        Expense        Balance
2      2500                0                   =A2-B2                 (this is the starting balance setup)
3                                                     =C2+A3-B3         (this is the 'working' formula and is simply filled down the sheet)
So the running balance is shown in column C beginning at row 3.
You might do a web search for 'Excel Budget sheet', there are lots of budget sheets set up and available for the taking and one might just be very much what you want without you having to create your own.

Boot in Safe Mode:

Open Run command as previously described
Type MSConfig
Click on Boot tab
Tick Safe boot in Boot option
Select Network
Click Apply and OK
Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
