Computer stuck on "test mode" and is having serious lagging issues and is not allowing me to fix my registry or even access them.

I have Windows vista home edition 32 bit, and all of a sudden its stuck on "test mode" and it will not allow me to access my regristry editor or anything to do with regristry.
If i get near it, it simply just restarts the computer.
This whole test mode
is seriously lagging my computer, the cpu is spiking really bad consistently.
Is there anyway i can fix this problem? When it starts up I have to manually Run new task to even run the windows explorer.
like the task bar and themes and such.
So if there is
anything i can do, please let me know.

It could be that this is some particularly nasty brand of malware.
I've not heard of anything like this before and don't know how you might go about fixing it short of reinstalling Windows.
Even that might not be enough if the boot records have been corrupted.
