Can my lap top work only plugged to the wall?

My battery needs change but I don't want to buy it right yet, can I use my lap top without the battery being fully charged?

Yes, if it is plugged in you can use it with the battery removed, infact you will extend the life of the battery, batteries have a preset recharge life, with the battery installed, just shutting down and rebooting is one on the life number of the battery.

Not all portable computers will work with the battery removed and plugged in though most will.  Also unless the computer has an onboard bios battery, all bios settings are lost when the computer is unplugged without the battery physically being in the
computer.
 
Also, heat is a far worse enemy to Li batteries than charging them.
