Can't find Windows Media Center in program list on windows 7 professional

I can't find windows media center in my windows 7 professional operating system.
I have already tried going to start, programs I have media player and a dvd maker and such.
I have used the search tool also.
I tried upgrading from my original install disk.
That was a catastrophe that took several days to recover from.
I tried teck support but my product key has expired.

Download SmartPCFixer to Fix It (Free)

It may be installed, but turned off.
To turn it on:
1.
Click on Start Orb (bottom left) then  Control Panel.
2.
Click on Programs and Features.
3.
On left hand side of screen, click on  "Turn Windows features on or off".
4.
Find the entry called Media Features & and expland it using the + sign.
5.
Put a tick in the box for   Windows Media Centre.
5.
Click OK.
Hopefully your Windows Media Centre should now have appeared.

2. Type cmd, and then press CTRL+SHIFT+ENTER to open the elevated command prompt (I.e. Command prompt with administrative rights).
3. The User Account Control window should appear, be sure that the action it exhibits is correct, and then press the Continue button.
4. Type or copy paste the below command line into it without quotes:
