Fast Solution to Error: A problem with msoe.dll that prevents Windows Mail from starting

A problem with msoe.dll that prevents Windows Mail from starting

I've seems signs suggesting that the msoe.dll file used by Windows Mail was updated around 1/29/2010.  Now, Windows Mail won't even start properly; instead, it gives an error message saying that msoe.dll wouldn't initialize.  Where can I find the previous
version of msoe.dll, to see if it works better with Windows Mail?
It also prevents the export function of Windows Mail from working so that messages can be moved over to Windows Live Mail.
I've also seen a few messages saying that the copy of Windows Mail hidden in Windows 7 has an incompatible version of msoe.dll as well, and needs the previous Vista version instead.
Or would Microsoft prefer to offer a new version of msoe.dll that both handles the reason for the update around 1/29/2010 and has been adequately tested for compatibility with Windows Mail and any other programs that use it?
