IE 11 not working - how can I re-install it?

I tried to load a program that's an alternative to iGoogle (which is being shut down soon).
that failed, but since then, IE11 doesn't work and I get the following error "The proxy server isn’t responding: Check your proxy settings
127.0.0.1:49189." However, this problem goes away if I disable protected mode in the internet options the security settings, but then I get the message my computer is at risk.
This seems to be a problem only with IE11 - I have both Chrome
and Firefox on my computer (I prefer IE11) and both continue to work with protected mode enabled.
Since they both use the same internet option settings as IE11, including the proxy settings and protected mode, the problem appears to be only with IE11.

I would think that reloading/downloading a clean copy of IE11 may cure the problem, but there doesn't seem to be a way to separately download it or to re install it (since it comes with Windows 8.1, which I'm running).

So, how do I fix this problem? Is there a way to download or re-install just IE11 without having to  to download and re-install all of Windows 8.1?

• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
