Method 1: check if proxy server settings are enabled.
To do this, try these steps:

Disable proxy server on Internet Explorer (IE)
a.
Click Start, type inetcpl.cpl and hit enter.
b.
Click Connections tab, click LAN settings button.
c.
Uncheck "Use a proxy server for your LAN" under proxy server.
d.
Click ok to apply the changes.
e.
Open Internet Explorer and check if the issue persists.

Method 2:
 
Reset Internet Explorer 32 bit and see if that fixes the issue.
 Run the “Fix it” from the following article:
